From the start of Dhul Qadah until the end of Hajj, entry to Makkah and the holy sites requires a Hajj permit. Holders of Umrah, tourist, transit or other visas must leave Makkah. Violators face a fine, detention, deportation and a ban on entering the Kingdom.
